Julio was born in St. Croix, U.S. Virgin Islands on June 13, 1978. He graduated from the Community College of the Air Force (A.A.S., 2000), the College of Charleston (B.A., 2003), and the University of South Carolina School of Law (J.D., Dec. 2005) where he was a member of the Phi Delta Phi International Legal Fraternity and served as a member of the Moot Court Bar.

He was admitted to the South Carolina Bar and the United States District Court, District Court of South Carolina in 2006. He is a member of the Charleston County, South Carolina, and American Bar Associations. His primary areas of practice include commercial litigation, insurance law, product liability, medical malpractice defense, health care law, and employment law.
