Bill was born in Charleston, South Carolina on January 17, 1971. He graduated from Vanderbilt University with a B.A. in English Literature in 1993. He received his Juris Doctorate from the University of South Carolina School of Law in May 2005. Prior to law school, he worked as a project manager for local electrical contractors in residential, commercial, and light industrial construction.

He was admitted to the South Carolina Bar in 2005. He is a member of the Charleston County, South Carolina, and American Bar Associations and the South Carolina Trial Lawyers Association. His areas of practice include commercial litigation, construction litigation, personal injury, and employment law.
